Any aircard. For better performance, 21mbps aircard should be preferred.

Calls are disabled on the SIM card.
Will the sim card work on android smartphones or is this restricted to USB dongles? If not, could you suggest a sim card that works on smartphone.
The sim card will work on smartphone but you would not be able to call so this is quite useless. If you want a sim card to use 3G and make calls, you have to look at the tier plans.
